Yacht builders get around importing illegal Teak by buying large Teak planks, with a rebate on each end and calling them flooring, which gets around the export rules. This is then cut into decking etc. I have seen this first hand.

Hm. I wonder why Sustainable forestry is not an option. You know, because it would radically improve the wealth and quality of life for those people if they were able to harvest lumber and sell it in a free market to whoever would pay the most for it. And... get this... They could RE PLANT and DO IT AGAIN. And AGAIN. And... You guessed it! Again! Trees are literally a renewable resource that grows out of the dirt.

They should really force the removal of the wood from the yacht. For example when it comes to a european port. Then charge the wood importer (wood imports are notoriously shady) Also it is fairly obvious to spot what Burmese teak is. It is much better quality than other teak. So any boat builder would have noticed when working with it.

There was a time the harvest was under control, of honest government brokers in Romania, corruption has over-run this industry since 2012 here. Ikea denies being part of this, despite building the largest lumberyard in the world right in Romania's forest's edge in the latter 20 teens.. Having seen attempts to track timber from individual trees to export, import and sale, the countries involved refuse to allow any controls. As you mention regimes, militia rely on illegal logging to provide a source of finance. While locals support initiatives to protect their environments, they are helpless against the illegal loggers. International bodies could do more to improve the situation but the web of corruption is powerful.

The problem is simple and the solution is not "international governance". It is easy: Instill basic human rights including right to life and right to own private property. Trees are a renewable resource that grows out of the dirt. The problem is nobody OWNS the dirt and nobody stands to lose their business if they fail to replant trees and harvest them sustainably.

If the new yacht used teak and it's new teak as opposed to recycled then it should be 'farmed plantation teak' which is paler than the non farmed older teak and usually in shorter lengths. Dendrology might be a useful clue as to the age of the timber.

Teak is difficult to source on a vessel that large. If you want a teak deck, rules are going to be bent or broken. There is concern sourcing teak for much smaller vessels here in the US.

Man overboard- it has been known for those personal locator beacons not to work if they are set up wrong. The aerial has to be a certain disance away from the beacon both on your body for it to work. If too close to each other they can interfere with each other and no signal sent. Hopefully this crew members' one is set up correctly as they need to get him quick!

In trying to understand why Myanmar teak is ‘illegal’, I find this: Myanmar teak is under sanctions in the US, UK, Canada and the EU for its role in bankrolling the military junta in Myanmar. After this initial reason for sanctioning, because the west doesn’t like Myanmar politics, it is then advised that the actual reason is ‘deforestation’. I suspect that deforestation sounds much more acceptable, but that the actual issue for Myanmar teak is a political one. Just my opinion.

most guitar makers use rare woods, of which their is no substitute in some applications, and have no sustainability programs, they just consume . As Socrates said, Where there is no vision, the people parish. that goes for resources also . I purposely bought my guitar from a maker, Martin, with a wood sustainability program. I would suspect that a ship yard in the trade would just use cubic money to get what they want , and just bill the customer, since innovation is not really welcomed in navel design. It would take a heck of a good crew and a lot of luck to execute a Williamson turn and find an overboard sailor in the open ocean. Of all the ships I sailed, only one ever recovered an overload sailor, and that as only because they saw him jump and dropped life boats after stopping the ship. The guy went crazy from a tooth filling picking up radio broadcasts.
