not everyone can use an ethernet cable, i for example need to use wifi because the modem is in the middle point for my brothers to use as well, and my room is too far to use an ethernet cable, hopefully ill have a really long one installed eventually, but wifi is not that bad when you have fast connection, its just not optimal

WiFi is increasingly more available, with a more mobile population, players are less concerned about packet loss than they are about connectivity. Simply put, RIOT is seeing an increase in lagging player base using WiFi which is the main reason loading screens are detracting from the overall fan base. While it is not going to happen, a very simple solution would be to restrict player connection unless they meet a minimum packet loss threshold.

yes. That is likely packet loss. Wireless can send incomplete packets for various reasons like interference from other wireless devices/radio signals or poor signal due to distance/obstacles. What happens is the wireless router will keep retrying until the packet goes through, which yes, could take a long time. Packet loss. Has nothing to do with how much data your connection can send per second, it's a matter of how much data arrives safely and how much the router has to re-send

Slow hard drive? Slow GPU? Slow CPU? All those can cause lag spikes when a lot of calculation happens on your screen. As a heads-up: I paid 450€ for my current new laptop (250GB SSD, 940MX, i5-6200) and have not had a single lag spike in months. Maybe it's time for new hardware for you. =)

I still lag sometimes with ethernet because Cox is a shit ISP. Normally I'm at 38-40 ms, but a week ago I was consistently at 100-300+ ms with frequent spikes and disconnecting. But it's still better than Wifi I guess.

Having Ethernet doesn't only increase your ping, you can still have Wi-fi and have good ping, it's just that with ethernet you have a more stable connection, so your ping doesn't fluctuate alot. (from my experience)
