As an absolute fanboy of EU4, I'd say the following Expansions are the best to invest your money into - Art of War, El Dorado, Common Sense, Conquest of Paradise, Wealth of Nations, Res Republica (this one is optional, but if you find yourself playing in the Italian region or play as a more trade orientated nation it's definitely worth it) and Cossacks. Mare Nostrum is the first expansion for the game I decided not to purchase, since I don't really think there's enough features in it other than the condottiere to warrant the price. And of course, Rights of Man will be added to this list come OCT. 11th ;)

You can get the EU4 collection on g2a for 13 euro which contains all dlcs until September 2014. The same as the one on steam.

^ it's a decent deal, and whilst I don't support G2A I have to say the EU4 collection isn't the only thing you need for the game - as you said it only contains 3 expansions, and no Art of War or El Dorado. I feel like Paradox need to make an upgrade pack for £30-£40 which contains all of the major expansions, it's the only way I can see new players being able to fully experience the might of this game without shelling £100+ on it.
