Countries that have not signed is not bound by its ruling. ICJ is a court under the United Nations. Every UN member is automatically under the ICJ's jurisdiction, and the ruling made by the ICJ is binding to all UN member countries. When someone tells you something you don’t know, have the courtesy of asking for clarification, and try not to respond with a dismissive “So what?” Hope you learn something today. Have a nice day.

Look at historical maps - many, many maps of Palestine before 1948. A quick Google search will do it. I've seen plenty posted on Facebook.
