I don´t know much about electronics so excuse me if I sound dumb, but, can't you just take the outputs from the usb-c power controller directly in to the dc/dc converter, and from there into one output? Why all the resistors when the dc/dc output is always 12 v, and why all the capacitors when the power is already dc? If you don't want the 5V, the usb-c thing has a setting that makes it output 12 V. Could you use the ground of the usb-c thing for 12V and if so, does that mean that it's also possible to have the usb c directly into the 16-pin if you don't need the 5V? Again I'm not a electrician...

Can u just unplug the usb-c cable instead of flicking the on-off switch?

Resistors are only for LEDs. Filtering capacitors are needed for DC-DC operation. You need a dual rail +12V and -12V even if you're not planning to use +5V rail. So a proper DC-DC required that can produce those voltages.
