Because of the succession law. In short: everytime a Frankish (the old name for the French) king died, he would split the kingdom between all of his sons. They often reunified because Frankish kings didn't tend to live for very long. It even reunified for a short time after Pepin's death under Charles the Fat, but most people just ignore it. After that, Francia would remain divided east-west for a long time until east-Francia gave up it's claim (making west-Francia/France the only heir).

Lots of them lived up to around 60y/o or a bit less, which is pretty good for the time (a few centuries prior in Roman times, so with overall better human conditions than in the Frankish kingdoms, the life expectancy of those who survived childhood was around 50yo). The thing is that overall the Frankish brothers who became kings (every son who got a share of the kingdom was given the title of king) still kept a sense of belonging to the Frankish dinasty and to the Frankish kingdom. Hence when they got kicked out of their kingdom or when they failed to have a male heir at their death their share of the land would be shared between the remaining kings no question asked, and every king wanted to reunite the Kingdom instead of going on their own (which is what happened after the treaty of Verdun, sort of)
