Boros is DEFINITELY god level, as shown in the hero association power scaling system. He's shown to be capable of destroying the planet, thus making him able to wipeout humanity, so he's qualified to called a god level. I'd wager that if his first opponent didn't just happen to be Saitama, Blast would've had to make an earlier appearance to beat this guy, and even then he would still struggle to beat him
