They could be poisoning her potential partners, for all we know. Prayer will do nothing to stop that, if that is what's happening. She can test this hypothesis by secretly moving to a totally different place, and living around totally different people. In the event that she does this, it's essential that the people in her old community do not know anything about where she is, or who she's dating, or have any access to her and her partner. Only then, in my opinion, will she likely see a different result. I believe she'll have success once she escapes the watchful, resentful eyes of the person or people who have ill will toward her.

I don’t think moving to a place where they don’t know her history is a bad idea. However, know that if the issue is spiritual, it’ll continue to bother her wherever she goes. I see nothing wrong with combining prayer with relocation. Most important is for her life to have a positive change.
