I always felt order 65 was more of a failsafe. Incase Valorian was never ousted as Chancellor during the Naboo crisis. Palpatine could use it at the start of the clone wars to take his role as Chancellor himself.

I don't know if it was Canon or legends, or even a real order, but order 37 or 69 says that the highest ranked clone in the squad serving with a female Jedi at the issue of the order, was to capture the Jedi. I can't remember what the rest was, but it goes on to say that the clone was to have his way with her, the goal being to try to get kids that weren't emotionally compromised by the Jedi or forgotten memory's of parents. It was most likely a fanfic, but I think the order was issued at least once. There was another order, can't remember if legends or canon, but it said essentially the same thing, only this time it was used on a civilian population. It was issued twice.

Also interesting that we now know that Order 66 isn’t just limited to Jedi, but other force-sensitive beings as well who happen to be outside of the Jedi Order. Best (and really, the only known) example being Maul who inspite of not being a Jedi himself was still targeted for execution by the Clone Troopers of the 332nd even though he was already captured & restrained (extremely likely due to Maul knowing too much of Sidious’s plans for the Sith Master to just ignore. And while we know that Ahsoka wasn’t a part of the Jedi Order anymore by the time of Order 66 (which a dechipped Rex even expresses as much), the Clones still ultimately targeted her for the order as well. I suspect that the Inhibitor Chips have a list of names marking known Jedi for the Clones to easily ID them, and since the chips were implanted prior to the Clone War, chances are that such a list wouldn’t be updated to account for either casualties, defections or departures throughout the conflict.
