I believe you. Dragon is going to be heading that way but not to elbaf. I don't believe the Ragnarok war is going to be on Elbaf but somewhere else. I'm getting vibes like this arc is going to be as long as Egghead. But I do believe that he is going to be heading towards the location of Ragnarok where the battle is going to take place. Dragon is supposed to be on a similar level as Shanks so having him come into the story too soon might make it harder to write around him. He feels like a game piece that's waiting for the right moment to be used.

A theory I have is that Loki was framed for the murder of King Harold. That Shanks’s twin was the one who killed him and as Loki intervened he potentially teleported away. Loki could’ve been mistaken that it was Shanks (not knowing he has a twin/clone) and was blamed for King Harold’s murder. Then as he raged he was taken down by Shanks and the giant warriors. This would mean Loki has been manipulated and show why he dislikes Shanks. This would make a reunion with the Shanks twin/clone and Loki super interesting especially with Luffy in the picture.

He would’ve been strong and if he was befriended by Shanks, the twin/clone could’ve surprised King Harold and taken him unaware using his identical features. So shanks stopped him and gave him a can of whoop ass and chained him up to ensure the safety of Elbaph. But I think Luffy being the symbol of freedom will free Loki, and I’m hyped to see what role he’ll play going forward.
