What people are ignoring is the deep vulnerability of these tiny Caribbean countries to the power of the US and EU, making any involvement for citizenship and Plan B highly risky. Passport renewals and requirements could change at the drop of a hat under the slightest heel pressure from the US or EU. It's simply hard to take seriously the importance of a country having not even 50,000 people, or even 100,000 people.
