It must be Emma, as it's on a UK number plate, as is the scooter on the back. It's basically a 7.5ton Iveco truck, which you could also convert. I believe that prison vans come with excellent insulation built in, whereas a truck wouldn't, and they also have things like steps built in and a truck wouldn't.
