Yes, But its main ourpose is not to allow water to pass through. Strength is not required there

For expansion joint this is not the right method. First the expansion joint should not bond any where. Why r you cutting? Second use a quality sealant instead of Unknown material. Third the best method and look will be very nice install a galvanized angle bar both side and then install backer rod with selant.
