United earth govt, I think most colonies are post fed tho aside from right nearby ones like Sirius, Wolf 359 etc In some very early instances the answer is quite simple: they didn’t. They would have fended for themselves, especially before warp travel becomes commonplace, can’t rule something that takes half a generation just to communicate with right.

K that's cool now some science people think interstellar colony ships need like 10000 People on the low end to make it work but if you look at historical ships it's less than 100 and some of them were all men
