What is the purpose of adding Na2CO3?

To saturate the aqueous phase with salt "Na2CO3" and that decrease the solubility of caffeine in aqueous phase. Decrease the solubility of the organic and aqueous phase in each other. To remove the acidic tannins "organic compound in tea" by converting them to water-soluble salts.

You can use more ecofriendlier solvents...you can check for water insoluble green solvent that are reported in the literature. See the following wonderful review: pubs.acs.org/doi/10.1021/acs.chemrev.7b00571
