Retired US Naval aviator here. I saw so many careless unprofessional acts by the Soviet air force and navy while deployed to the Med and the North Atlantic late 70s. Childish show-off behavior at best, state sanctioned intimidation at worst. This illustrates mostly a juvenile or immature attitude by either the leadership or their military. This is a recurring behavior. As a civilian, I am aware of this trend lately. It seems as though the pilots are trained to perform these close high-speed fly-bys w/o damaging their planes. As you remember, one of our large drones didn't do so well in the Black Sea.. I'm not suggesting we try similar manuvers or shoot missles, but put more acft on the intercept mission arranged to deter such behavior. I realize that many plane is unnecessary, but it's better than losing a plane and pilot over nothing.

That is a regular incident that both sides make. The purposes is to get as much data 360 degrees of the radar cross-section of the adversary especially if it's new. The more dangerous ones involve enticing the other to fire its missiles and get as much information.

The maneuver of the SU-35 was deliberate and along with its bomber is there to cause tensions between the U.S. and Russia. They have been doing this for some time. There was no provocation, according to this film, between the bomber nor its escorts by the F-16. The F16s, if provoked by the SU-35, could have taken him on but knowing our Air Force won't unless the pilot is given permission, we are not as stupid as they think we are. I'm sure the F16 would have had some fun with the SU-35 before he splashed him.
