For those who still having issues, try out another setting in Screen time --> Content & Privacy restrictions. Scroll down and make sure under Allow changes: 'Account changes' is set to allow. After I changed this setting it worked for me. I'm using iPhone 15 Pro max.

I did it, and it does shows but when i try to use it prompts a notification that says "Choose another phone number or email address to call, in the contact card is not available for FaceTime" how is that?

@@MeanOcampoMake sure your phone is carrier locked. Or you’re using carrier unlocked phone. Hope u tried all the methods mentioned in the video? That should work.

I was on phone with ATT forever trying to fix this problem (imessages was on but gray and facetime was too). I had trouble sending pictures through text, even on wifi in home. But I was so busy, I just dealt with it (ignored) it for ages. I tried all the easy fixes first -- to no avail. I did the Reset All Settings and it worked! Cool. I'm so happy now. Thanks for this video!
