He was standing beside a sign that listed federal offenses regarding air safety. One item on the list was joking about bombs. What an idiot.

18:31 You should check their contracts. I worked at a restaurant for a friend with a 0 hours contract. Whenever I was there, I just had to say:"Well, today they have asked me to work for them". This is how they cut down the costs and yes I got paid "zwart". This is how they mostly do it. Minimum hours or zero hour contracts in "the kitchen" or the restaurant or hotel are always a red flag. Every country has a way of crimes are taken more serious versus other countries. The US looks at if Canada takes drunk driving more serious. The USA should follow their lead.
