Interesting story, hadn't heard that. Honestly I wouldn't be surprised if there is an unofficial exception made in this case - you are not going to make an exception for just any actor who was in a western but Val and Tombstone aren't just any actor and movie. It could be more a ceremonial thing too - he owns the plot but can't actually use it(like when you get star named for someone or buy that square foot of land somewhere). But even if not true, makes a good story.
