This is exactly why I don't have a current-gen console. Not the mods thing specifically, but because all the living room fun with friends i could have at the flip of a disc on a Playstation back in 1999 just doesn't exist anymore. On a current gen console, I have to install even physical games, pay for online functionality, and have everything I do vetted by the manufacturer. I can't modify anything without MS or Sony's say so and have no control over the performance of my games. Rare is the offering that lets me sit on a couch with friends and have some splitscreen fun, even in genres that exist specifically to be played that way. They are essentially weaker, more restrictive PCs, with the higher-end operating costs going into premium prices for new software and multiplayer subscriptions instead of a flat sum at system purchase.

I haven't played it, but from what I've seen, it has the distinct feel of a Bioware RPG. And it looks...too clean? I'm used to Fallout 3 where everything is run down and dilapidated. I just don't like how it looks. But hey, grain of salt. haven't actually played it.

"Competing with PC" PC does audio visuals no compromise, gaming or otherwise. If My PC can play 4K blu-rays and Sony's own console can't, even after Sony called out PCs in its marketing campaign, I think there's a problem. (Plus, it can't possibly cost that much for them, they wouldn't have to pay royalties on the format or anything. It's just a bonehead move when from the PS1 until now they've been ahead of the curve on optical media formats.)

you know what's the funny part...the reason why the original Xbox became popular and was able to steal a piece of Sony's thunder in the first place was because Microsoft had so little faith in it's video games division that they essentially said "fuck it" and basically let people mod and hack their xboxs to their content and then sales went through the roof. (I even had a buddy who bought an xbox just to turn it into a dvr.) Of course, once Microsoft smelled the $$$, they raped that golden goose to death.

First of all none of this is official or has any truly credible source, it's just what I've picked up interacting with the modding community. Apparently, the largest issue and the one most likely responsible for this situation is that the Playstation 4 uses a proprietary audio format, so in simpler words, an audio format developed by Sony themselves. The issue that arose from this is that Sony is unwilling to give modders access to the tools to make or convert audio files to this in-house format. Now, while I am disappointed that the problem couldn't be resolved, I do understand the reasons why. Either Sony would have to implement a system that converted modder's audio files to Sony's format on the fly, causing performance drops in the game, or they'd have to allow potentially hundreds of people access to their format, effectively giving away trade secrets. Again, none of this is official, it's just what I've heard from modders in the community, but it does seem to be the most plausible reason and honestly I understand why Sony doesn't want to sacrifice it's audio format for the benefit of a handful of games.

No, this is all on Sony. They use proprietary systems for their audio among other things which messes with mods made on PC (the only way to make mods), and im guessing this lockdown is from Bethesda asking for a way around it and Sony just going "nope, if you cant do it our way then its not happening" Btw, Bethesda arent bias, in the case of the ps3 it was notoriously difficult for even devs to code for, any developer will tell you that, not just Bethesda. I am a console gamer at heart who owns a gaming PC as well (I mostly play Steam exclusives or MMOs on it), and I take my couch over any 1080p 60fps game since I don't care that much and it's way more relaxing than sitting at your desk, but.... but, but, but even I am starting to so get sick of the way we consoleros are treated. Like Jim said, we only get the negative PC stuff whilst omitting the positive console stuff. I was just about to say that. I play my PC at my desk for games that need it. My sofa when I feel like kicking back and when I'm out and about I loaded up my PC games remotely and play on my nvidia shield. Hell, sometimes I stream the base station to my laptop for the ultimate feet up sofa while playing a game I should be at a desk for experience lol. I have a 60" TV I use. When I bought it I spent a number of hours calibrating it correctly. Now it sits at a beastly 11ms which in anything other than a competitive shooter (which I use my desk for) it is completely fine. TV's are fine you just need to get the right one and set it up correctly.

I don't get why people expect console companies to do something that fans have been doing themselves on a massive scale on PC. Bethesda doesn't regulate mods. Fans themselves have complicated and extensive ways, like mod-order programs and a heavy emphasis on communication and teamwork to try to create some consistency and stability in using mods. It can be a pretty tough cookie to get into, even for the people who are only casually interested in mods and only want to try out a few. But imagine a company having to do that themselves. Root out all the bad/illegal stuff (playing as Mario in Skyrim on a PS4 should break SOME type of market rule), creating programs for mod-orders and the helping the endless amount of inexperienced kids that end up fucking up their own game with this fan created content. To which the mothers and daddies will say Sony is responsible for 'breaking their sons game'. Sounds like an impossible hell to me. I don't think it's weird they're being so hesitant about it.

Playing devil's advocate: Let's not forget that the last time Bethesda was in the spotlight in news related to modding it was because they'd teamed up with Valve to try and sell mods as crowd-sourced DLC... And while Valve's reaction to the backlash was essentially to pull paid mods off the Workshop so fast they didn't even have time to inform Bethesda (as evidenced by Bethesda still defending paid modding and touting what great progress it was for modders hours after Valve had already pulled that shit off Steam) and shout 'We promise not to do it again, please stop being angry.' Bethesda's reaction was more or less exactly 'If a paid Steam Workshop isn't going to work, we'll have to investigate some alternative method.' And Fallout 4's internal Mod browser, both on PC and Consoles, looks like it's a 'buy now' button away from a store front. So my guess, again playing devil's advocate, is that what actually happened is that Bethesda made it very clear that they planned to start selling mods via their in-game mod browser and Microsoft was immediately down with this, while Sony held that if Bethesda's going to sell things on their platform, there had better be some damn QA to check whether it actually works.

It would explain why Bethesda promised this stuff before even verifying it was possible. Because now people are excited about mods on consoles and are upset at Sony for not allowing it without even knowing whether the reason is a good one. It would also explain why Sony would want to keep mum about this and take the publicity hit rather than adequately explain themselves. Because if they come out and say 'Bethesda wanted to sell mods again', all that anger's going to turn towards Bethesda, who will then claim they were planning no such thing and quietly scrap their mod shop plans.... And then never release any game on any Playstation ever again in retaliation. Whereas if Sony just waits until Bethesda attempts to roll out it's mod shop on the XBone and then, when the masses revolt over being sold things that don't work or even brick their consoles, say 'See, that's why we blocked this shit on PS4 back then'... I can understand why people are upset about not getting something they were promised, but I'm seeing the megacorp's side here. Mods have not previously been a big part of console gaming, and there are some practical reasons why. Mods require access to a full online platform with program altering potential to be of any real use. These new consoles just aren't up to PC standards in that regard. Plus, there's the oversight issue. On PCs, companies are somewhat insulated from controversy arising over buggy or offensive mods. No one truly controls the internet, and people know that. No company could reasonably be expected to manage and measure every ripple that occurs when one of their products is impacted by the chaos loving denizens of cyberspace. If someone tried to enforce such an expectation, they'd be laughed into submission. Consoles are dedicated boxes with the corporate logo painted on them. If some terminal crazy out of Mad Max crafts a "puppy killer" mod for an educational game about long division starring Banjo, they'll catch a firestorm at the corporate office. I say "if", but I mean "when". Besides, the simple fact is that for every near pro unofficial dlc, there would be a thousand "greenlight style" horror stories. The most effective way to engage an initiative like this one is to buy the best mods and sell them as DLC, after an official polishing. Then, you hire the mod's developers as software support staff. As a company, you don't even want the mods. However, you do want an expanded talent pool that reflects your customer base.

I didn't say they were afraid, and I don't think they are. They could put out brush fires, they simply don't want to spend resources doing it. Most modern companies are going to avoid even the off chance of a law suit or similar debacle. "hot coffee" and other mods have raised eyebrows, and they have little incentive to deal with that. I agree that mods extend the life of games, but your talking about the uppermost tier of that content. Its much like the indie film world in that much of the material is drek, so producers want to cherry pick from that pool. The truly great mods will be well worth a DLC price tag, and I've never played a mod that didn't need a bug polish. Darkest Day was a great mod for Baldur's Gate 2, but it crashed often. Plus, certain options introduced some major balance problems. Overall, it was an amazing piece of work. Even so, it could have used that pro polish. The mod community has simply become accustomed to working around such things. However, work arounds will be less feasible on consoles. That's if they exist at all. There's a thousands benefits to curating the pool, and your only losing bug ridden chaff. So why not use the kind of system that's already working for every other artistic medium? The only rationale that I can even think of is some "PC master race" foolishness about how all digital content should be free. Because its not like quality artistic work deserves your patronage, or anything like that. (;

Could the problem be Jim, simply that due to the Xbox One sharing similar architecture as the PC that Fallout lends itself to being modded on both platforms but on PS4 could lead to people being able to hack into the PS4 firmware by giving out modding tools? This could be a case of Sony learning from their mistakes and not allowing people access to their architecture so as to make it safer and more secure...which makes it a slightly shittier console, but makes Sony a slightly better company.

With Xbone 'exclusives' now on Windows, Playstation Now streaming on PC, and things like Steam Link, which let you stream your PC to your TVs for couch gaming, it's only a matter of time before the majority of consoles become completely redundant hardware. If Sony really wants to compete with PC and Steam et al, it really should just open a PC storefront for their exclusives, because not many dedicated PC users are gonna be interested in future console iterations, especially if modding is continually overlooked. If think Sony really underestimates how alluring modding is, and how that alone has pulled many people towards PC gaming to begin with.

Nonsense. Back when Skyrim came out on PS3 I didn't have a PC and I definitely didn't have the spare cash floating about to buy one. I did however want the ability give mudcrabs top-hats and monocles and turn all the dragons into Thomas the tank engine (plus all the extra armor, spells, and gameplay content of course). It was actually a real factor in encouraging me to finally get a gaming PC and since then I rarely use my PS3 and felt no need to get a current gen console. That's lost money for Sony (which is the only metric they'll care about) and I'd be surprised if I was the only one in that situation.

I just want to point out that the PS3 allowed mods for games like Unreal Tournament 3 and even offered OS modding as a feature of the earlier models of the system. Sony was super open and had super leniant policies last gen and just went backwards on the PS4's abilities and design. I mean shit just look at this list of things the PS3 could do that the PS4 simply can't - OS modding - Custom soundtracks - Mod support - Guest accounts for splitscreen online - Ability to burn music from CDs - PSP & PS VIta support that the PS3 had like being able to manage downloads, saves and transfer files - Sort the UI with folders - Free online - PS1 game compatibility - PS1 & PS2 classics on PSN (PS2 remasters are nice but cutting out the library that they already had was kiiiiinda dumb) - Doesn't let you output audio to multiple sources at once like PS3 could - View trophies offline - Won't play video stored on external hard drives or memory sticks - Can't wireless stream from devices like PS3 could, they finally added DLNA support last year but its more limited than it was on PS3 Its disgusting to see companies get away with so much shit. Wanna know why the PS3 tagline "It only does everything" was relevant? Because it fucking did! It was truly a multimedia and gaming powerhouse machine that goes so horrendously underrated for all its bells and whistles. PS4 on the other hand? Well fuck man lets slap a shitty UI on an underpowered system that can't do anything cool and market it "For the players" only we won't release more than 5 decent exclusive games in the first 3 years of the system's life so that's fun right? I don't think its a simple act of Sony's policies being old, they've allowed shit like this in the past. Microsoft wants an even stronger monopoly on software, especially games and it's one of the reasons Valve is slowly pushing towards gaming on Linux and tons of developers are supporting the development of Vulkan to challenge Microsoft's attempts at an almost complete monopoly. Microsoft wants to get people off of Steam and other software like it and onto their own platforms so that they can have a computing version of the Android/IOS appstores and make Windows/Xbox the monopoly of gaming and home entertainment but so far haven't figured out a good way to do it (likely because they're so out of touch). It's why so many developers have jumped on the bandwagon and are supporting Vulkan with money and bug testing because if there is a successful move away from Direct X onto an open standard Microsoft will lose their monopoly on games and that's only good for everyone, especially Mac users. Just look at the Doom 2016 tests with Vulkan which already runs substantially better than it can on Direct X.

I started on both series quite late with Oblivion (both PC and PS3 versions) and Fallout 3 (again, PC and PS3). I always found the modding scene extremely convoluted and wasn't prepared to sign up to download websites due to not wanting third party junk in my inbox, or my details being distributed. However, I have got a few mods installed on Skyrim, all aesthetic because I didn't want to spoil the actual gameplay. I installed them out of curiosity and realise that I don't care about them in the slightest. That's just my opinion, as mentioned before. Each to their own.

Mods can be helpful for a lot of things. They can fix things the devs can't be assed fixing, there usually is an unofficial patch for Bethesda games within like a month or two of release. They can also insert new and interesting things that are used as features in newer installments like the settlement mechanic was first a mod in Fallout New Vegas. Some mods can even breath new life into games that are otherwise decades old like the mods made for games like the Original DOOM and it's subsequent entries. Then there are the cases where mods are so popular that they become their own games like Counter Strike or Team Fortress.

Don't get me wrong, I think the modding scene is great for games, but I'd rather just get on enjoying the games as they are. This is all on bethesda, Sony allow mods in Unreal tournament on PS3 because of the way the game is made, a mod can't fuck the game up and crash/delete your files. Bethesdas coding is shit and it's possible that a mod could run havoc on your system and ruin it. Sony want the same quality from Bethesda as from Epic games. Bethesda can't deliver that, so they got told no.

I don't get it. The best argument anyone in favor of the mods can come up with is "PS4 doesn't have them." Sorry, but that's not good enough. That's like whining that you can't have some new toy, not providing a coherent argument as to why Sony should have them at all. The facts are on Sony's side here. Mods aren't some inherent good thing that requires no defense, they can do all kinds of good AND terrible things to a console, and the game in question. And if there's even a chance they're going to negatively affect the console, they don't need to be there. Besides, is this even negatively affecting anyone in the first place? Anyone who gives even a fraction of a crap about mods already has a PC that can run them. I would think that the amount of people who fall into the category of "doesn't own a gaming PC or Xbone, but does own a PS4 and are fanatical about having mods," is really freaking low.

1) UI improvements. 2) Stability patches. 3) More content. 4)Add systems that weren't in the game prior. 5)Can re-work systems that were in the game prior to be more brutal or better balanced. 6)Graphical changes, this can make the game look better or make the game look worse so it runs better, you could even rework the entire art style if you wanted it to keep the more depressing look of Fallout 3. There you go a list off good things that mods can do. The facts are not on Sony's side they have been a functioning part of games on PC for years saving many a terrible port and keeping games alive years after the publisher stopped caring. Xbox One has proved it can be done on console.

Totally disagree. I stuck to my word and have been playing the XBO version and with the mods I've installed, it's a much better game. The unofficial patch fixes loads of shit, the mod that lets you wear any clothing type under armor fixed one of my biggest complaints with the vanilla version, and so far I've pumped hours into my modded version without breakage. It's literally a better game with the mods. And as I explained with the video, my work/gaming PC is in the office. My Xbox is in the living room, which is better for my busted spine. So yeah, some of us do give a crap about mods *and* aren't using our PCs for Fallout 4.

This would be rationale for banning every game ever from the console. any chance of negativity alone is not reason for inaction. Mods are entirely optional so the only people who even risk a "ruined experience" specifically caused by mods should know what they are getting into. Emphasizing the distinction between the intended gameplay experience and the modded experience is a much better approach that cowering away from giving people the option.

As was pointed out in the video your getting a game that is missing part of the game. I don't want to say content so much as function, mods are as much part of a bethesda game as people needing sun light. Sure you can become a vampire, but your missing out on part of the experience. That why i feel bad for those that will never get to experience both the positive or negative of modding.

Saving up money for a decent PC isn't always an option. Life happens and savings drain. PC gaming being cheaper in the long term is great, but its the initial investment that keeps a lot of people out. Also, as Andy mentioned, I'll never accidentally buy a game for my console that won't run on it. If I decide I don't have enough money to participate in every console generation and only pick up one out of every three or so, I know exactly what I can and can't play.

All we have to deal with is bad ports, and those often get fixed by modders anyway. Look, if you prefer the ease-of-use of a console and can tolerate the restrictions of options that are the payoff, then more power to ya. But this whole video is about how console hardware and business practices are needlessly restrictive. The price of less restriction on the PC is that it's more expensive and more difficult to run the system, but apart from that the PC delivers the superior experience especially if you value that flexibility. I play and have always played both PC and consoles, and this entire rivalry and attitude that one platform is inherently inferior has always seemed like ridiculous elitism -- and using terms with histories of that like "peasant" and "master race" (literally a Nazi joke) don't really help. There are things that are exclusive to either platform... and even, *gasp* things that work better on one or the other -- it's near-universally agreed in the tiny Zombi fandom that the original, ZombiU, is superior to the PC port -- or other console ports, later -- because the game made such extensive and surprisingly effective use of the WiiU gamepad that other versions had to pretty much flat-out drop significant features rather than being able to retune them to fit on other hardware. Stealth, Inc. 2 is also best on WiiU, for the exclusive multiplayer and (for certain technical reasons) actually looking better than it does on "superior" hardware. Consoles are also usually a superior choice for local multiplayer, with PCs only very recently entering the arena in anything less than awkward fashion via things like Steam Big Picture. Consoles are also usually faster to set up and play, though recent trends in console tech have diminished that, as discussed in this very video. Meanwhile, PCs are more powerful, the keyboard and mouse open up entire genres that are awkward at best on a controller, (It took ages before there were any RTSes or FPSes on consoles that didn't control like ass) and it's an open development platform allowing the kind of indie titles that we've only very recently begun to see even a tiny sliver of on consoles. People seem to want me to choose one or the other, but as long as I can finance both, I'm going with both, because if there is a "superior" option, this is it.

I fully agree with the stuff you said about the niche that a console fulfills at around 5:30. I have often thought to myself, what if there was a "Playstation Superleggera," where the graphics power may be somewhere between a PS2 and PS3, but will be extremely affordable, easy to use, and most importantly, develop for. No longer will every dev need to mimic reality - through the graphical metrics of this conceptual systems, devs would be encouraged to go for more stylized games, or if they *do* go for realism, then they'll try harder to make a good atmosphere. As for the title, I was inspired by a line of Lamborghini cars. They'll come out with certain models like the Gallardo, and then release a new edition, the Gallardo Superleggera, where the weight of the car is reduced through the use of different materials, bettering its power/weight ratio and thus its overall track performance - "superleggera" means "super-light" in Italian.

Everyone seems to have forgotten the PS3 had mods for Unreal Tournament 3 way back in 2007. If policies are the issue, they'd have to be new policies, not old ones (unless they're very specific old policies that somehow apply to FO4 and didn't apply to UT3, which I doubt, but hey, I know very little of game development so it's possible).

I don't think it was due to policy. Unreal Tournament 3 on the PS4 had mod support back when it came out on the PS3. So it means Sony already had a policy for mods way back then. If anything they just out right denied them.

I saw somewhere that the basic reason Sony had refused mods was the issue of licensing. Essentially, the PS4 uses custom compression engines for Models, textures and Audio. Sony developed a set of tools which are leased to developers as part of their license when developing for the PS4. (this was also true of previous iterations of the console.) For anyone to mod for PS4 they would need to have access to these compression engines, something Sony was definitely unhappy about as they weren't about to issue a free license for that software. (This had nothing to do with any "Copyright infringements" as I've seen posted elsewhere.) In contrast the X-Bone uses standard PD files and compressions, most of which have a number of free versions available - Hence no issues with mods on the X-Bone. For all Sony's claims they want to compete with the PC, they are utterly stuck in the Console exclusivity mindset and WILL NOT let that slip.... .....So, PS4 users, no mods for you... EVER. (or at least until some suit a Sony realises they have shot themselves in the nuts over it... Regarding Bethesda promising mods... Typically an American Company/ Corporation will over promise a lot, instead of being smart when an issue is doubtful or uncertain. IF they had promised Mods for the PC and X-Bone and stated that mods for the PS4 were "possible, but under negotiation with Sony"... well that would have INSTANTLY created a furore with the result that Sony Sales of F-O4 would be threatened. Announcing Mods for PC and X-Bone without mentioning Sony would maybe have the same result. Sometimes you just can't win either way.

Correct me if I'm wrong, but I'm not sure Bethesda ever explicitly promised mods for PS4. Console mods were revealed at the Xbox conference at E3 for the One, and Todd Howard assured interviewers when asked about PS4 that they were aiming to, but never properly stated that they would.
