When you are in combat and you open the inventory, you are free to do whatever you want in there before closing it. Feel free to just right click a stim, hit use, then repeat til you are satisfied.

Peak means top or highest and that's accurate. 👍

Playing og fallouts completely blind is pretty hard tbf but that was kind of the point of it. Still at least you had int 4 and not lower where your character can't even properly talk.
