You need two perk cards at 3 stars animal friends, and wasteland whisperer and your level needs to be 20 level high then the creatures you want to tame

And they need to spawn in the world by themselves the best place to find what you’re looking for is South Mountain lookout you may have to take out a couple of scorch That will spawn and you can keep spawning world to find what you’re looking for
