I play on the blackout version of the map it's great for zombie related mods making it a zombie survival world but I'm curious will there be a updated version of the blackout map 1.12 compatible?

Unfortunately, no. Newisle is now using Minecraft 1.16+ so your mods will be incompatible. The Lights Out version of the map is also being discontinued when Newisle v1.3 is released. It no longer gets enough downloads to warrant supporting it any further.
