Caesar entered The Strip as though it was his Triumph. The Legion pushed the NCR out of New Vegas entirely, driving them back to the Mojave Outpost. The Legion occupied all major locations, enslaving much of the population and peacefully lording over the rest. Under the Legion's banner, civilization - unforgiving as it was - finally came to the Mojave Wasteland.

The Legate is crowned as the new Caesar. He entered The Strip as though it was a military target, destroying anyone who resisted him. The Legion brutally occupied all major locations, killing and enslaving a large amount of the population. Under the Legion's banner, civilization - savage as it was - finally came to the Mojave Wasteland.

The first play through I joined the NCR because of how morally deplorable the legion is yet now I see in a world like fallout morals are not the key, it’s whoever can have the most efficient society, the NCR is filled with corrupt bureaucrats who allow the NCR to rot. Caesar would never let this happen, the legion will succeed due to its where might and that’s the only way to exist in the nuclear wasteland.

"So this is the auxilliary Caesar has sent me..." Suddenly, he grasps a slave's wrist. A stifled shriek comes from beneath her blood-stained bandages as they both depart. You smell the blood from their eyes as they rush past you. He reaches forward, his face still shrouded in a mound of dark hair. He reaches for something terrible, a cursed helm that would strike terrified loyalty in the legionaries. The large blood red plume that adorned the top of the helmet matched the rugged cape he now drew around himself. The giant finally turns and steps towards you, fire reflecting in his metallic face and then vanishing into the souless depths of the mask. "Shall we begin?"

That goes harshly against what Fallout games have done. I personally would like to see a game that gives us lore we *haven't* seen yet, maybe set in Arizona, Colorado, and Nevada, a prequel to the NCR's discovery of the Mojave as a whole. The Desert Rangers on high, the rumblings of a new tribal group to the east, and a bigger focus on tribals.

The cut ending of NV was the Hoover Dam falls apart and nobody gets to win the battle. There is also another case, and it's the only thing that sets a canon ending for Mojave and the factions. Tunnelers of the Divide will carve their way into the Mojave. They will destroy everything and everyone in there, turning the entire place into a mass graveyard.

One mod for Fallout 4 I would make would be for Nuka World. A former Legion legate, goes by the name of Tiberius, proposes another way to deal with the Raider tribes. Like his old fellows did back West, he would teach one tribe to utterly annihilate one other tribe to the last man, no prisoners and no survivors. The other group would be forced to fall in, lest they wind up crucified. Tiberius would then form a new Legion in order to “civilize” the Commonwealth’s raiders and settlements. They’d all adopt Legion garb, and besides a few altered vassal/stronghold mechanics, it would play out largely similar. One decoration would be a crucified settler. Basically add a “Lawful Evil” option to the game.

As long as there are two differing cultures, peace is not a permanent option. Honest Hearts shows that even tribes who save each other from destruction will never be at peace forever. The means to peace is a strong workforce, a workforce that can support a nation on its back. One that is low maintenance, so resources can be allocated to more important tasks. The means are the repopulation of the human race, the race that was decimated 200 years ago and still hasn't bounced back. The wasteland never had an organized force dedicated to repopulating it and keeping those citizens safe. I will never forget experiencing this theme when entering the Legion camp for the first time. Honestly, hearing this theme along with seeing slaves being worked to death by a horde of indoctrinated and well-disciplined warriors personally caused me to feel a sense of dread and uneasiness that I have never felt in any other video game before or since. By the time I reached Caesar's tent and began to learn of his personal beliefs and motives, this sensation only intensified because I felt like I was conversing with a real-world tyrant who was trying to convince me that all the atrocities he has committed are for the "greater good." But Paradise Falls is more similar to the Slavers Guild from Fallout 2. Selling slaves to private individuals or organizations. Caesars Legion uses slavery as a core component of their state ideology and not a form of privatized human trafficking.

@@zootnoison5967 the NCR does the same, enslaved it's men and women to a horrible and unwinnable war (unless there is courier intervention), and sending them to a meat grinder which is the Mojave Campaign. Plus, civilian and caravan safety is guaranteed in Legion territory, with raiders fearing crucifixion if they harmed anyone. While the powers in NCR territory is weak and corrupt, with military power spread too thin to protect their own citizens while also taxing them. Both Factions aren't black and white. One faction offers freedom, but at the cost of their own population while the other is very tribal, but because of the tribal nature they are better at adapting in a lawless landscape.
