Not only would guillotine blades get dull, but the mechanism it slid down would rust or bend or swell in humidity in a way where the blade wouldnt be able to freely fall. which would also lead to a lot of failed executions. sometimes 4 or 5 attempts before it worked.

But, when finally the "brain" has to shut itself down its individual sections. So, by the time hearing is shut down it can be anywhere from 7 to 15 minutes (this would be in this case "after severing").
