13% PFE mod drop rate went from 0.1 to 0.001% now. I farmed them back then was easier, never seen it drop for years.

The Jefferson trade center, they moved the manhole, it use to be closer to the abandon car. Before you use to be able to just log in and go there and he just comes out of the manhole but since then moved it, he doesn't come out of there being too close to the point where you fast travel in from.
