Not for Billy. Earliest I know of is in the KOF Max Impact games. The guy who voiced him actually wasn't terrible in spite of the rest of the cast being pretty... underwhelming. Billy and Terry's actors at least sounded like they were having fun with their roles. If I'm gonna give them credit, though; a LOT of the cast was at LEAST a pretty solid voice twin for their Japanese counterparts!
