Not really, Urbanized cities often have a lack of police officers and is in a constant flux of which to prioritize in a given situation. I guess it's a American thing since police officers in many countries are still seen in a favorable light given how isolated settlements or poor economic areas are preyed often by organized crimes or worse. Corruption takes place in every level but a deputy in a rural town in the Philippines or a constable in the mountains of Indonesia is more likely just a dude doing his job he swear to uphold (Also helps that they are the first response during a natural disaster)
