It's 50s cartoon. Voice acting (aside of Disney stuff) was in really early stages. Kinda like earliest voice-acted video games.

@@UltimatePerfection No, voicing and sound already was well in place in cartoons and live actoion for three decades. It was just planned that way. (Felix sounds like Mickey Mouse and Poindexter like Alvin the chipmunk-the only Chipmunk with that voice-or Chip and Dale or the skinny mouse in Walt Disney's CINDEREALLA.)
