I'm not sure the name fits. "The quiet part out loud" gives a sense that these things are known but not spoken about. I actually attempt to follow Utah politics and I am constantly surprised by things that were hidden. They're not talked about because they try to hide them from us, not because we are afraid to say the quiet part out loud. Just my two cents.
