It can't be done. Australia and Indonesia belong to the Asian confederation. As the 2034 World Cup will be in Saudi Arabia, any Asian country will be disqualified from hosting until the 2046 World Cup, since neither 2038 nor 2042 will be able to apply.

We’ll technically it can’t be in UEFA & CAF countries since they’re hosting World Cup 2030 (and I don’t know if they’re will add an interdiction for CONMEBOL countries because of the first 3 matches in Argentina, Paraguay and Uruguay at the beginning) and can’t be AFC countries because of the World Cup 2034. So there’s only OFC and Concacaf… that could potentially host in 2038

Also as the tourmanent will be bigger and often several countries host a world cup, there are less potential hosts. So i dont think the rule make sense anymore, especially with the 3-continent world Cup 2030. It could be a guide but not a definite rule if there is no fitting host.

Won’t be USA - 2026 WC Won’t be Argentina - 2030 WC Won’t be England - 2028 EC Won’t be Brazil - 2014 WC Only 5 countries have hosted the WC more than once (Mexico, Italy, France, Germany, and the USA) and except Mexico (there’s a reason why they hosted it so close apart) it’s been 32+ years apart that they hosted the competition. Same goes with the case of England. They’re hosting the Euros in 2028, so I doubt they’d host the World Cup 10 years later. The smallest gap between a country hosting the euros and World Cup is 18 years (France + Germany)

For Australia to host you would need to convince the AFL and NRL to cut their seasons down as the World Cup would fall in the middle of both seasons, an issue they faced in the 2022 bid. This would also affect the Super Rugby season as that covers both NZ and AU, but would probably be more accommodating.

China is the most powerful and biggest country not to have hosted a World Cup so surprising you have omitted them from consideration. Oceania is the only continent not have hosted so FIFA might be tempted by a strong bid from Australia, New Zealand, Indonesia and would be an appealing prospect. The Asian bid would be refreshing not convinced it would be feasible so soon though likewise with India. England overdue for selection but may be too close to staging Euro 2028. The US bid may also be too close to staging most of the 2026 event. Brazil also too close to last time they hosted so maybe a Argentina, Uruguay and Paraguay has the best chance of success everything taken into consideration.
