I just don't think he will be the last character in the starter lineup b/c DLC money. If I was going to bet I think #15 is Jam (birthday feb 8th) or possibly Elphelt (Valentine's Day). There is also a strong possibility that it's a new character since I don't think Nago is the big bad and only 2 new characters in the starting lineup is kinda weak. (Even Xrd had 3).

Complex characters should be top tiers and Testament is pretty complex having to controls many things at once. And matching the timing of your buttons with the crow and other summons is somewhat harder than doing a combo with characters that has no summons. So nothing is wrong with him being very strong at highest level of play. This reaction looks very similar to people crying about Akuma being top 1 in Tekken 7, but 99.99% of those who wine will never reach the point were Akuma becomes top tier in their hands. They will pick up Akuma and loose horribly to low tiers.
