This makes sense, but I still believe that Evil Morty was paired with Dumb Rick, i feel that Dumb Ricks appearance at the end of the episode was more than just coincidence. Also, C-137 Rick and Morty are described as the 'Rickest Rick' and 'Morty-est Morty', therefore it would make sense if Dumb Innocent Rick ( The Least Rickest Rick) would be paired with Evil Genius Morty (The Least Morty-est Morty).

Another theory on why rick could have abondend evil morty is also the fact, that rick hides behind the morty waves (which I guess are based on intelligence and fear) and if a morty is smart and confident, the morty waves would be weak and couldn‘t hide a Rick. And Rick-137 is a Rick with a long crime history so he would need those morty waves

watching this and rewatching the show, I thought of this: in the kronemberg episode they abandon dimension c 137, they go to another reality, let's call it "reality 1234" (I don't know the real number). in the evil morty episode why does the ricks from the citadel call him or know they are rick and morty c 137? shouldn't they think they are from "reality 1234"?

I think the biggest thing "in possible show cannon" that could give it away would be his portal gun. Even of C 137 wasn't part of the council of ricks keeping that technology only within Rick hands is practically the entire reason the Council was made. Scientifically maybe something to do with residual radiation or some other markers that while not impactfull but varies from dimension to dimension enough to distinguish who's from them. ( I mean there has to be something the guns can lock onto to even be able to go back to the proper dimension after a trip to another one)

Ricks probably are able to tell where other ricks are from in terms of dimensions. Hence why they can track ricks in other dimensions. There already is a rick and morty from dimension 1234 and they are dead. It’s all based on the initial dimension I believe.

Ragnok and Olivier are exactly correct. The council most definitely knew which Rick and Morty they were talking to through their portal gun. How do I know? Well think back to S3 E1 when they save Morty and Summer from being harmed by Jerry, Summer, and Beth c137 and inform them that they detected the portal gun they were using.

Another reason why he abandoned evil Morty is probably that the brain waves of this smarter Morty matched the ones of Ricks. So he had to find one that isn’t as smart.

I noticed something... Eyepatch/Evil Morty did return. Season 3 episode 7: The Ricklantis Mixup. In this episode a morty rises to power and manages to overthrow the Citadel of Ricks. At the end of the episode, one of the things seen outside the airlock is the campaign manager Morty's body, and puctures of eyepatch morty (and a rick as well...) In this episode its shown how bad the lives of citizens of the citadel of ricks was: Homeless Mortys running amok, not to mention underpaid Ricks exploited and forced into what is essentially slave labor. My dad sctually made the theory that Evil morty returns in this episode (S3E7) but I paid little interest in it until i thought about it.

Look guys - Spoiler ALERT! The evil Morty is shown at the beginning of every episode. Him and Rick were on some crazy adventure and Rick left him there to die. Most likely on purpose because of how much of a danger Evil Morty is. There's a reason why the animators did not redo that part of the into which is the first thing you see. Remember this comment... The memories may not be in order though. As we see in every citadel of ricks episode, all Mortys are around the same age. So even though there’s a small chance of ricks’s interference, it hasn’t been seen. So baby Morty after Rick Potion #9, seems kinda strange. I agree with this theory though.
