One consistent thing shown by the Scooby doo series is that Shaggy is capable of extremely athleticism, when he’s determined and not scared he is strong enough that in the Phantasaur film he can hit people twenty feet back or more, he can run faster then a great dane, he jumps immense distances and is capable of reality warping as he can create tunnels and summon sandwhiches out of nowhere.

Shaggy is legit impressive, he was able to handle a bucking bronco that was named widowmaker, that name tells you how difficult that horse is. Scooby was meant to talk to it and calm it down but he didn’t get the chance so Shaggy went in with no help at all and was able to stay on. Shaggy's so pretty handy with mechanics too, as in the reluctant werewolf, he’s good at building and fixing racecars.

One issue. Ki attacks aren't inherently tied to Power Levels--but instead techniques. Even someone in the single digits could use a kid blast, it's just the strength that's different. A younger Goku, who was under Roshi's own PL, could still use the Kamehameha. And Yamcha, weaker than that, was using the first ever ki attack in the series long before he met Goku.

@@rayhannazzazmarif4678 Not really, Toriyama himself kinda already stated in multiple interviews that the numbers on power levels was purely a "wow" tactic of the story and a gimmick that had no actual hard thought or calculations put into it and it really just adjusts to whatever the story needs and whatever would be cool. The "over 9000" scene was literally only conceived because it was cool, not really because 9000 represents absolutely anything. Obviously the merchandise surrounding it, since it was targeted at people who would care enough to actually take in the numbers as a real totally not wishy washy system, cashed in on the power levels thing and made the kind of list that Mat Pat's using. To be fair, without it, he would have literally no solid yardstick. So all in all Mat did the best with what he had available, I don't think it's fair to say he shouldn't have used it. But yes, in the end power levels for DB never meant anything and were subject to whatever the story or the writer felt made sense/was cool at the time, so shaggy's power level being between 130 and 139 means nothing. Not that it matters, at least that's not why I've been following Game and now Film Theory since it started.
