Quite helpful to add a local grid under BGA area having half BGA pitch to easily draw tracks exactly in the middle between pads.

That's a great suggestion and it keeps routing simple. I sometimes set the clearances to be just the right size for my trace width so that if forces the trace between the pads/vias, but using a grid is a great idea.

@@Zachariah-Peterson good way as well, just sometimes one need to place a track or via a bit off the center, which will be limited but rules

How the automated fan out tool decides between microvias, blind vias and burried vias. Should its separate row/column of the pins conifgured with a different design rule?

First you need to enable blind/buried in the stackup manager, and if you are using these you are probably also needing to use via-in-pad (use the Vias Under SMD rule). Then you can use the Route --> Fanout --> Component option, and there will be an option to update with blind/buried vias.
