Rip explains the steps to achieve a proper deadlift lockout, making sure you complete the movement instead of stopping short. The correct finish involves lifting your chest and pulling your shoulders back. Not doing so means you're only completing 95% of the rep.

And finish tall. In other words, try to make yourself stand as tall as possible at the top. Doing so will accomplish many subtle but worthwhile things at once.

Yet in the 5 steps it says Pull. Not wonder people are missing it

Wrong. It is commonly referred to as a pull. Step 5 directs someone to “drag the bar up the shin” or “push the floor away”. But trainees are NOT directed to pull the bar up.
