Goodyear Police Lt. Joe Pacello was in charge of Internal Affairs Investigations at the department. Pacello had a history of disciplinary problems and was fired.

Qualified Immunity is what gets cops killed. When an Officer does some wrong, and charges are pressed, but they let the man walk? You can see the animosity that person has for the errant Officer. If Justice fails, there remains only retaliation.

They should each have to purchase their own malpractice insurance. Internal affairs are outside agencies and insurance companies that insure them. If no one wants to insure them they are out of a job. They commit a crime they are fired. Covering up for another they are fired. They cannot retire to get out of crime and save their pension. Lawsuit settlements come out of the police pensions not by taxpayer's.
