This was an excellent interview from the CEO of FireEye; I appreciated greatly, his refusal to speculate about attribution based on incomplete information despite being pressed to name Russia. It could be, but he is right; state the doctrine, then get the attribution absolutely right, then respond. We need a clear doctrine on how we respond as a nation to cyber attacks. And we must be clear, more than 95% if that doctrine was breached with particularity.

The hack is so serious, that to 'suspect, presume, believe most likely' should not be the same as to state as fact that IT WAS Russia! And.. before 'retaliation'; it is important to understand 'the what, where, how, how much, when and why' the multitude of breaches took place. Indeed, one should question IF 'retaliation' is the right retaliation, in the C21st at all. Kinda like an 'Eye for an eye' makes the whole world blind'.. THINK ON'T WELL!

This FireEye CEO using all his military allusions and 5 dollar words could say it more simply: The company Solarwinds acted incredibly incompetently and criminally negligent for an IT security company (!) in that it used an incredibly unsafe password (solarwinds123) to secure its servers that was easily hacked (simple brute force attack) and or widely known that the Russian(?) hackers could discover it and hack into our computer systems. High up execs of this company need to do some serious jail time for this incompetence and criminal negligence.

Israel and Iran, for example, have both shown they have very good capabilities for performing this kind of cyber attack. Of course, I don't have any proof that either of these countries might be involved, but unless the evidence is overwhelmingly pointing to Russia and overwhelmingly not pointing a other countries, we should not rule them out.
