That chains rotating with the blower driveshaft are suppose to be separated. One side gets hooked to the tractor, and the other gets hooked to the blower. They keep the black safety shield from spinning like it is now. Also make sure the pto shaft speed it 540 it'll be marked on the cluster how far to Rev the engine to get it there
