I think (just a theory, no proof yet) that the loop was for the usage in public long-distance call offices (those with curtained booths): every booth would have a thick metal wire running through its walls and through this phone, to make any theft attempts much harder. And the wire might even run through all the booths at once and have some tension, so if anyone inside a booth cuts it, this would be immediately visible for the operator on duty.
