One big thing missing Ballistic weave hes bad about that most of his armor are like that

It was an interesting omission. Keeps that from being viable later on. In my case, I'm keeping the hats in my inventory at all times and I'll run a stronger armor set to make up for lower armor rating.

How do you get the scout hats? That’s one thing I’m having a hard time getting

Chem Bench > Utility for everything The only standalone hat would be from the Minutemen Ranger. The ‘Gas Mask Cap’ and ‘Gas Mask Hat’ are what comes with the Scout.

Yeah these armour mods look cool and that. But like you said. They only good for early game. For people that like to play very hard diff. These wont go pass lvl 15 or 20. Unless you only use them to make your settlers look cool. Theirs a Synth combat armour I like but with a damage resistance of about 70 and you cant wear anything under it with Ballistic weave. Its not worth having. Unless Your going to play on easy through out the game.

It seemed like the last two would be best suited for mid-game. I think that's what I liked most about the P.A.S. outfit mod since it got to that spot and you can wear other pieces of armor with it like a shoulder or knee pad. Nox Outfit seems good around low 40s right now.

Do they add lag? Heard modifying NPCs causes lag?

These mods don’t edit NPCs so you’re good there 👍
