This video has a correction! The final "sixth thing", the rule on advertising breaks, was superseded in 2008 by a different rule that requires that "the integrity of the programme is not prejudiced" and adverts must be placed "where natural breaks occur". The old Code is still on Ofcom's site, and I missed the replacement. Back when Millionaire started, those throws-to-commercial were definitely not allowed, but it's now more ambiguous. As an American I envy that 12 minutes of advertisement per hour rule so damn much. We're lucky to have 12 minutes of _show_ per _half_ hour. It's gotten so bad that re-airings of older episodes of different shows have had parts of them completely cut out (with no effort spared to smooth the transition), not because of censorship, not because of offense, but just to squeeze in more frickin' ads.

For real. Honestly, I think this is a subconscious reason why many people, including myself, have switched to mostly non-traditional video media (KZbin, Netflix, etc.) over TV. Obviously there are other reasons, but adblock is fantastic for youtube and many other streaming services don't even have ads. Like, why would I pay hundreds of dollars for a TV package that is just 33% ads, when I can pay 20 for netflix and get no ads at all.

@@trumpetperson11 as someone who lives both in Belgium and the US, I was surprised how many ad breaks there are on American television, even for the same shows. But cutting the cord may also be a big thing to Americans because I feel like they pay way more for internet and TV, and arguably the service is… worse. I pay less than 0.1% of my income for 2000 TV channels. Where I lived in the US, you couldn’t get cable for under $50/mo. In the UK for example, you can get like 70 channels for free (which is what those towers in the video are for), including video on demand. Free TV doesn’t exist in Belgium anymore (although all public channels are available online, and you can get free, basic access to the internet to watch those). I’m not aware of alternatives like this where I lived in the US (California). I can absolutely understand people wouldn’t wanna pay close to $100 on TV and internet, and find alternatives. In fact, Hulu is very reasonably priced, but if you add Live TV, it becomes insanely expensive. Not sure why but this + all those ads… I can understand people are tired of it.

Subtitles are also useful for non-native speakers of your language, whose listening comprehension isn't on that level yet. That how you can expand your auditory for new people who are also interested in your channel. If you translate your subtitles - it's even better. Source: I was one of them for English videos, and right now I am using subtitles for the Spanish ones

I remember watching American shows on British TV (usually kids shows but not always) and noticing moments when characters would repeat something they'd just said, or there would be a weird transition in the middle of a scene. As a person with a disabled partner it’s of paramount importance that subtitles are available. If you had trouble understanding people’s verbal speaking you wouldn’t be able to enjoy telly without subtitles and it’s important to remember that.

Hey Tom. Deaf bloke here. Just wanted to say thanks for fighting the good fight for captions. I love that, no matter how soon I view one of your videos after it goes up, I can view it with captions. You know, though, I just don't get why everybody doesn't do captions by default. (Don't get me started on the number of KZbin purchases I've had to return for lack of CCs, and of course there doesn't seem to be a way to check prior to purchase...) Something like 3% of the population needs CCs to really engage with media - if I worked for a media company and I went to my boss saying that I could get 3% extra revenue for bugger-all spend, you'd think they'd take notice, wouldn't you.

I suspect that's the case, although I don't really understand why that's the case. I never really confirmed it though. Disclaimer, I'm not hard of hearing, I just use subtitles for convenience. I don't have hearing issues but I have some auditory processing issues since having a stroke. It is a very odd thing. I'm not even sure how to begin describing the phenomenon. I am hearing sound. But sometimes, it is not being translated in my brain as language, per se: it may only register as rhythmic sound. A song being tweeted by a particularly talented bird. Pleasant, thoughtful; but not entirely discernable as speech. Captions help immensely. Somehow, the visual cues can reestablish the thread of sound - to- language processing within my mind and I can connect the processing again as before.

On the topic of ads in the US, even little kids' shows are prone to it. One time, it played the credits of the end of an episode, then cut to commercial. Then it came back from commercial to play the intro theme of the next episode, and then went back to commercial.

When we have American shows on British television we either get a slightly longer version that is shown in the US or they end up only taking up a 25 minute slot instead of a 30 minute slot.

As a Dutchy, it's astounding to me how many ad breaks there are in the US. I used to watch a lot of discovery channel, which airs a lot of shows from the US. Every fifteen minutes there would be a clear slot in the program to allow for a cut to ads, but in the Netherlands they skip over most of them.

I wish subtitles were more common on KZbin. I'm not deaf or hoh, but I have some language processing difficulties and being able to read the words while someone is talking makes it much easier to understand. I love it when a creator subtitles the videos themselves (or in the good old days when viewers could do it) and inserts little easter eggs and snarky comments, so that the subtitles add to the experience rather than being an afterthought. It pisses me off when people just don't bother, because there's literally no reason not to include them, and there's a ton of people who rely heavily on them, so if you don't subtitle your videos they just can't watch them. It's also super irritating when someone puts text in the video that gets covered up by the subtitles so that I have to pause and turn subtitles off to read it. I know it's a minor thing but it's a pet peeve of mine, especially when it happens so often that I end up just turning the subtitles off.

And some people mumble alot or swallow a word once in a while, so that it becomes unintelligible. Hollywood movies do that alot. Especially Afro-Americans movies are often very hard to understand. Additionally, the music and sound effects of US shows are far too loud and the people too quiet.

The creator for for the channel "Primitive Technology", actual name of the channel, uses the Closed Caption option to place detailed explanations of what is happening on screen as there is no spoken dialog on the channel. You either read the description, figure out the action based on what you see and your prior knowledge, or you turn on CC to get an in depth understanding of the actions. Your choice of how you do things. If you have an interest is doing things the very, very old ways then you will probably find this worth your while. Who knows it may even inspire you to create your own stone axe and build yourself an clay tiled wattle and daub cabin in a rainy forest somewhere. Not sure that his area of Australia qualifies as a true rainforest.

As someone who isn’t actually deaf, I have a hard time hearing and understanding voices. Even in real life it can be hard, so subtitles are a big deal. User created subtitles being removed from KZbin has made life hard

Accessibility adjustments are for everyone who needs them. Subtitles are so damned necessary for so many different people, that mandating them almost everywhere just makes sense. :-)

Regarding the Subtitles issue on KZbin, we DID HAVE a really amazing community subtitle option on KZbin. I love Japanese Music and many of the music videos I love had fan submitted subtitles so I could enjoy the lyrics. KZbin has REMOVED these fan created subtitles because they deemed the effort in moderating them was not worth it as only 0.5% of users actually used the service. Now we only have channel submitted and automatically generated subtitles. Automatically generated subtitles, especially for Japanese content, are AWFUL, most of the time they cannot even detect that it is Japanese but mistake it for Korean. When It does detect japanese, usually only the subtitles "Wawawawawawawawawawawa" are automatically generated.

Even for English the autocaptions are awful; if there's any background noise at all, the captions will often just say "[Laughter]" or "[Applause]" and if there's lyrics in a song, it'll just say "[Music]" which is...not helpful. Also, a lot of KZbinrs I guess misclick occasionally, and then the captions are in the wrong language (most often it's in Dutch or Korean)

I experienced Ghostwatch when I was 15 years old, in the house alone. I did not see the announcement at the start and I can testify as to why that rule is helpful. I was really affected briefly on the night - totally freaked out. It was a great program and I had it on VHS and DVD and I am even glad I had the experience in retrospect because it was one of those things you get excited to say you were there. But I realise it probably affected some people really badly. I'm sure I wasn't happy at the time

Hardly anyone saw the continuity announcement as the show started at the odd time of 9:25. The BBC totally set out to hoax people no matter what they said after. Petition: I need a "Tom Scott UNHINGED" channel/show/playlist in which I can see Tom going "full rant mode" on stances he's passionate about. Not because of the content itself, which would have an enormous potential for entertainment... I think such an endeavour could lead to a change in the common use (and therefore, the definition) of the term "controversial opinion" to something like "a stance that makes ALL THE SENSE, yet it's not even noticed by politicians, leading to a general feeling of neglect in areas of policy that are a blatant and legitimate concern for voters". I'm asking for this because I watched this video immediately after rewatching his video on copyright. Tom, you're spoling your audience with your content and delivery. Keep up the good work! ;-)

the subtitles thing is so important to me. I'm neurodivergent, and a side effect of that is my Audio Processing Disorder, which makes it hard for my brain to process sounds and speech as its happening, especially when there are other noises in the background. The subtitles give me something to latch onto so i can understand and follow a video better! Tom's channel has always been one of my favorites, not just because of its content, but also because I can consistently understand and absorb what is happening BECAUSE of the subtitles. Every single video!

In september the corporate clowns down at KZbin really just decided to completly disable community made captions. Of which is the only option Hard of Hearing people / people with audio processing problems / people who are not native speakers can really rely on, considering most youtubers won't ever bother to subtitle their videos or pay someone to do it for them. (And let's be honest, the automatic bot made captions are completly illegible 90% of the time) The bar is really low, but i'm so thankful that Tom is one of the few folks that cares enough to subtitle his videos

My auditory processing is awful, especially when people have accents, and so I literally wouldn't be able to watch your content without the subtitles. And there’s no adverts on the BBC, that includes tv, radio etc. I had a massive culture shock when I started using VPN’s to watch US shows, because the adverts are just plain bad as well and way too long. The pharmaceutical adverts actually make me laugh because they spend more time explaining the side effects and who can’t take it than actually advertising it.

I've got 2 video-on-demand subscriptions and on the internet as a whole I block ads entirely. Not because I don't think site operators and content creators do not deserve to get paid, of course they do, but companies like Google and Facebook do not care about my privacy and refuse to provide an allround hard opt-out, despite the fact that the GDPR says they have to.

I was going to say the same thing. Most "1 hour" dramas are 42 minutes on streaming, so that'd mean we have about 18 minutes of ads per hour of regular TV. I'm sure big events are more like 20-23 minutes per hour. Makes me laugh because I haven't watched anything other than streaming in 5 years.

My thinking is that the cliffhanger may not fit the wording of the examples in the guidelines, but it is nevertheless well within the spirit of the rules, which are presumably mainly intended to prevent broadcasters interrupting shows at inappropriate moments.

When watching the Superbowl in Britain it's hilarious how all the stops in play which are usually filled with 5 minutes of commercials, due to these laws and being broadcast on the BBC, instead have to be filled with 5 minutes of awkward commentary whilst literally almost nothing is happening. Multiply this dozens of times and it really highlights to me how much the entire event seems rigged to push more commercials.

Most folks non sports fans here in the US only get anything of value from the broadcast because of the commercials and/or the halftime show (They are not into football). So the reality is that you all are missing out on some (sometimes) very clever or funny commercials. Why watch the game if they are not into football? It is all about the party for many.

The commercials _are_ the show. The filler in between is just to grab your attention. This is true of all US/Canadian channels.

@@AlfredTheBrave agreed. As a rugby player I was excited to learn and watch a new but related sport, but omg bloody get on with it. There's two things, the constant ad breaks but also literally not having anything last longer than a few seconds. Even tennis gets a good rally going relatively often.

As a non-native English speaker I can't express how much I appreciate having the subtitles. Sometimes it's hard to catch all the words by ear, even when one knows them. Especially when person speaking has a strong accent. Subtitles makes that so much easier! Also, watching films with subtitles in the same language as the one spoken - is a great way of learning that language. So, not only deaf people benefit from them being added. Thanks Tom for bringing that up and expressing your strong opinion. I fully agree!

There's just SO many reasons to add subtitles. Deaf people, people who cant hear English well, etc. Even people like me, a native English speaker with no trouble hearing, sometimes I need subtitles too. Sometimes there's too much background noise, I don't have headphones or i'm tired, making it harder to make out voices. Because of stuff like that, it's harder to make out voices on my phone/desktop. But most of the time i have to rely on those crappy auto subtitles. I appreciate the huge amount of effort in the auto subtitles, but a lot of the time it really messes up. One of my favorite youtubers "videogamedunkey" has captions on like 90% of his videos which i really, really love about his videos. If somehow i become a youtuber im making it a priority to have CC for every new video

That’s why I enjoy watching Markiplier’s videos so much, I have some ear problems that cause me to have trouble hearing so it’s always great when you see a KZbinr that has subtitles on their videos.

Dan and Phil's too! I can hear fine, but have auditory processing issues, so I use captions as often as possible. Dan and Phil's are community made, so they sometimes contain hilarious notes from the captioner.

@@courtney-ray You can get KZbin to show automatically generated subtitles on any video, but they get a lot wrong. I think Tom was referring to providing proper human-generated subtitles, which you can then get KZbin to automatically translate (which works a lot better).

Here in the Netherlands, certain events must be viewable on publicly accessible television, which can be a commercial channel. These events also include (warning: national stereotype) certain skating events and the Eurovision song contest.

Captions don't just come from "the caption company". Of that "$2 a minute maximum", a fraction actually goes to the caption writers, who are "freelance" contractors at the mercy of the company. It takes about 3 hours to put quality captions on a 30 minute video. You'll get about $9 for it. I had to do it to afford food when I was really, really hard up. I signed an NDA so I can't go into the specifics about the company or who used them, but I captioned videos for a lot of famous KZbinrs, and subtitled a moderately successful British daytime soap. If you're going to buy captions, pay someone to do it directly.

Subtitle user here. I surely don't need subtitles, I have no issues hearing or anything of the sort, I just like subtitles for most things. I don't notice the lack of them much on videos with one or two people, but I do watch Critical Role and sometimes multiple people are talking at once or a comment is too quiet to hear, and I really appreciate their dedication to having subtitles there. I can't say I agree with the extremes your opinion goes to, having them be mandatory, but I do agree that if any significant spending goes into a channel, it should not be too hard to get some subtitles and it would be really nice of them to do so. Great video as always.

SAME. I *always* watch with subtitles, on and CR is sooooooo much better to watch with subtitles on; so often one of them makes a quiet joke and the table breaks out in laughter and you rewind 8 times to try and catch it but can't without subs.

It's much easier to believe that it should be mandatory for any reasonably sized/funded channel when you or someone you know NEEDS subtitles in order to understand anything. The deaf community is relatively small, so there is very little monetary incentive to have subtitles, and so very little reason for anyone to put their time and money into creating subtitles unless they are really passionate about it. This is the very reason that accessibility is so poor in media in general right now. We NEED mandates (or at least some kind of incentive) if we ever hope to see accessibility being taken seriously. And we should hope for that, even if we don't need it ourselves.

As a non native english speaker, subtitles are awesome. If you want to have a broader public, you should buy subtitles. You don't even need to translate them, as most people just use them to understand a bit more clearly. Seriously, subtitles are life and are love. I try to translate them sometimes when I am bored, it's a lot of fun.
