You also need to clean the inside of it so it reflects more. I have a WCH 8” incandescent light and that’s what I needed to do because it was filthy when I got it, and not bright at all

Those mirrors are too far gone for any cleaning to help. Some of the red lenses had black paint on them and the mirrors reflective material was separating from the plastic.

Great video! Also weird question to ask, When did Railroad Crossings Start getting Solid-state Flasher relays before replacing the mechanical flasher relays (such as the FN16-A, FN-27, NF-2 and the GRS Type K)

1970’s to present day. They are still being made (type B flashers), used and phased out.

It is extremely rare for a solid state flasher to be in a crossing, usually it is a whole integrated SSCC unit that also controls the crossing gates, lights, bells.

The railroad crossing has light issues. I think the railroad crossing light bulb has to be taken out and replaced

I found no issues with the incandescent bulbs. Just the relays that controlled them.

I think u need to replace the bulbs to LED

I cannot replace incandescent bulbs with led ones unless it is a whole LED module. Those I had previously used and had too many problems with.
