This is "Theme Hospital" by Bullfrog with slightly different graphics. Even the voice that makes announcements is the same. I absolutely loved "Theme Hospital" as a kid. I played it for HOURS.

Fun tips - if you right click while creating a room it will cycle through "add to room", "minus from room" and "place item". ALSO, if you assign 'T' to delete item, then you never have to move your left hand when playing the game. (Hover over items then hit 'delete' without even ever clicking them for quick deletion). I also assigned 'V' and 'B' to change game speed more easily.

You need to add lots if windows to your rooms. That will increase your room prestige and keep the patients happy. Any doctor or nurse can work in most of standard rooms. The qualifications just help them do better at the certain role.
