for those wondering why this sounds like several Pokemon calls or "Drop Out" from Dance Dance Revolution, it's because they all use samples from the Breakbeat Paradise sample pack called "Crazy Madness Loops" which is available freely online. "Drop Out" is made from a bunch of sounds in that pack, and the Pokemon cries are slightly edited versions of them.

He uses them as a tactic to freeze their enemy in place with the lures. if the lures get you and freeze you, he'll jump out and attempt to eat you. whether he succeeds or fails in doing this, he'll go back into the shadows to do it again, since sneak attacks seem to be their strength.
