Because writers can't think of a good way to make a moral dilemma or some such, same goes for never killing criminals who essentially threaten or even kill entire cities with weapons the equivalent of nukes.

Whenever a hero or person makes a mistake and is seen as the number one enemy he or she must forgive, forget and continue on. Because if she or he does not then he or she will become the very thing that they hate............ a villian.

Flash loses the trust of the city due to a few accidents caused by his powers then they go after him even tho he's saved them time and time again. Release all the Rogues who are criminals and repeat offenders and fully trust them to bring Flash in without causing any damage. Totally makes sense.

Why did The Riddler give him 15 minutes, that is enough time to make a plan and execute it. Why not give him 15 seconds instead, he can get there in that time, but does not have enough time to think of a plan.

Bruce suffered from amnesia at this point so Jim Gordon took over the role of Batman. The Riddler probably didn't think the new Batman was a worthy opponent for him since Jim wasn't doing a very good job of keeping Gotham safe, therefore the Riddler traveled to another city so he could proof himself agianst a greater hero.

Because The Riddler is a major egotist who likes to test his brain against far more powerful opponents. As far as he's concerned, he wanted to solve the riddle of how to kill a man who can go anywhere instantaneously. The solution, of course, is to force him to be everywhere.

It's not logic, it's a common story arc they do with heroes, Hero does saving and fight crime, at a certain point the city is like "WTF Hero you are just as dangerous" Common theme that happens.
