I’d bring it down to the fact that -unless inside the speedforce- Flash needs a surface to run on. He’s pretty much useless standing still unless he’s using vortexes or his intangibility. Pre-dating the year 2000, Surfer was consider much faster than flash but a few years latet and Flash was bumped to be even faster than he once was to ridiculous levels. I like the idea of Flash being fast but when I first discovered Surfer was faster back then, it just made sense and I was ok with it. The flash sensory neurons moves at speeds of femto to attoseconds allowing his body to send pain messages at that speed so the femtosecond he feels anything he could react, Furthermore he can feel the slightest changes in the air pressure making him untouchable. He would react to anything the silver surfer can do before he is even anywhere near finishing the action. Eric Pena Superman and GL can travel multiple galaxies in just seconds. For a bit of a comparison, Hal is MFTL. He can easily move from Oa (Sector 0) to Earth (Sector 2814) in just a few seconds/minutes without straining. That is a few hundred galaxies or light years. Hal has once pushed himself to the a speed he has never even come close to before while trying to catch Lightray. Even at that speed he was only going to create a Speedforce singularly. During Barry and Wally’s race, they both broke the Speedforce entirely. Barry can also create singularities on his own. I really don’t see Surfer being that fast.

Flash has mastered the speed and can run from anywhere from outer space to the end of reality which he has done multiple times, gravity is not even a factor and as for seeing the future, not only will he won't be able to react to the flash because above you can see the HUUUGE difference in speed so whatever he sees will be him dying in every vision and even then he won't see how it happens but also he'll be dead before he can even look into the future.
