So using all hands at minimum is using 3 engines 2 ladders. They can use 2&2 but that’s the minimum. In the all hands DWH they will get the full 5 Engines 4 Ladders 2 Battalions

Thanks! Communications engine is to enhance communications with Kutta Radios. If they are not gonna be used for communications they will be used for Relief purposes.

Few questions is the Deputy Chief the Division Chief or are they two separate people & what does the messenger do?

They are all Deputy Chiefs. The most senior Deputy Chief is known as the Division Commander but still ranked as a Deputy Chief. The Messenger firefighter drives in a Sprinter van. Goes to Metro Tech (HQ) picks up mail, paychecks, drops them off at the firehouses. Picks up tools, equipment, SCBAs that might be OOS. Division has a handful of spare equipment that can be passed out in emergency. Radios, masks, etc Messengers will also respond anytime the Division does to assist with command board

Why do they give the Division Chiefs a blitz and cockloft nozzle. At any incident FDNY will have more apparatus and manpower than God, wouldn't an engine company be better suited to carrying that rather than a command position that wouldn't have the personnel or hoses to deploy it?

Not every engine has a Cockloft nozzle, selected Engines and Squad have them, it’s so companies can go right to it and grab it…. Blitz fire only 10 companies have it. So a Division is on every 10-75 so all a company has to do is take it from the back to use it. Every engine has 2.5 hose.
