Steam certainly adds to the visual effect rising from the cats , but the 2 nuclear reactors are still using water to harness the heat of fission to create steam for electrical generation and propulsion. Those reactors are still making the steam needed to power the EMALS catapults, we just don't see it rising up on the flight deck. Unfortunately we will never see the reactor rooms in any detail as cameras will never be allowed in the nuke compartments of the ship for obvious reasons.
