for me it's 3 questions "was a person under the desk?" or "was there a trapdoor under is desk encase the skit calls for a 3rd hand?" and is after thinking about the 2nd question "has every time John grab something under his desk it wasn't just out of view but through a trap door that leads to a large room full of props from past videos and props for the with live video feed of John and lights to warn the person when to give John the thing or do the thing they're needed to do?"

The seagull was played by Noel MacNeal (who was also Mr. Nutterbutter). He was Bear in "Bear and the big blue house" a show I loved as a young kid. That is the closest the show has gotten to my childhood since Pokemon was mentioned in the Chiitan segment and the segment about third parties.

Absolutely. This is exactly why private companies shouldn't be involved in this sort of thing. The government started this program so that it wouldn't have to pay out so much in disaster relief, but since it ultimately foots the bill now anyway, and then pays fees to the insurance industry on top of that, it has actually increased the costs to the taxpayer, while siphoning money off to insurance companies. It's the same reason your healthcare is so gaddamned expensive.

Not to mention that it would be a hell of a lot cheaper to help poor people move away from flood zones than to rebuild their houses a dozen times. And it would be so much healthier for them too. And every major country with universal health care pays less than people in the US do for health care, and for better outcomes.

Apparently, it's twice the rate of increase than the previous 80 years. (www.nationalgeographic.com/environment/global-warming/sea-level-rise/ ) That's the _mean_ level. It can have a great impact between high and low tides. Hence, why low lying areas are in danger of more flooding. I know it doesn't seem like much but it is a _huge_ amount of moisture being added into play with the atmosphere. And when it changes forms (as in when it condenses into rain), that translates into HUGE amounts of energy being in play. Thus, bigger and more powerful storms.

In Germany, those programs would be - limited coverage up to the value the house itself has but not more - applicable only for houses built earlier than a fixed year - only if you live there for more than 50% of the year - would not be applicable anymore after the house is sold So basically the program's motto would be "If you are already living in a home that is prone to flooding and you're stuck with it - fine, we'll help you out there. But if you decide to take the risk now AFTER you have been warned - good luck."

Jonny Dark Honey, she'd needa change the law for that. But luckily, even with refugees, our crime rates are still far lower than in the US :) The only thing Merkel did wrong concerning immigration and refugees was not to install better programs and such. If they could work & be supervised while doing so (even if it's just making a garden or maybe renovating an old house which again would benefit them without the state having to pay a lot), then there would definitely be less crime. Also, they should have gotten a bit more opportunities to learn the language and about the values that they have to accept here.

As someone from the Netherlands, a country that is largely below sea level I can tell you that floods are perfectly preventable if you take the right measures. How do I know? Because we haven't had any real floods in my lifetime, or since the sixties.

overlord2304 We also don't build houses in the seawater, at least not without first preventing the sea from reaching that house ever again. Our country is also a lot smaller and more densely populated, so making sure what little land we have stays dry is much more financially viable. Yet even in the Netherlands, the goverment has been lacking when it comes to strenghtening the dams and dunes sufficiently according to our own safety rules, because as long as there is no flood there's no financial incentive to try and prevent floods. Preventing floods is expensive (even though if the area is densely populated enough the potential costs of covering the damages are much greater) Of course, this doesn't apply to to parts of the US that are densely populated and yet are flood-risk areas, where enough money could be gathered to prevent floods in these areas.

I love how this show can find a topic that isn’t exactly sexy or prominent in the public’s immediate focus, but manage to make it both interesting and informative. They call to attention an issue that is going largely unnoticed, highlight the impact in a relatable way, and use humor to make a very serious topic approachable and digestible to viewers that might otherwise avoid the subject. That’s just damned good story telling. Your writers are doing a fantastic job, and frequently make more of a contribution than mainstream reporting. Well done.

John, thanks for addressing this. As a hydrogeologist w a specialization in Stormwater Municipal Planning who does therapeutic bodywork for a living, this is a serious issue that is ignored. People call crazy "rain tax" when its an impact fee that puts the onus of addressing mitigation onto those who create additional impervious surface instead of joe taxpayer.. Havent watched this entire segment, but as i prepare to teach a class on stormwater management, aka flood minimization and pollution prevention, i greatly appreciate this comedic relief.

Tammie Heazlit - I really wish state and local governments employed more people like you full time to properly plan and upgrade our municipalities. Currently where I live in Florida, a new development has been approved right on the water unanimously by the city council with no requirements to mitigate the flooding that *_will_* eventually happen. ::sigh::

We should have a regulation that once we the taxpayers have paid out more than the property is worth, we should buy the owner out, raze the house, and declare the property ineligible for habitation. Turn it into a park. Get people out of harm's way. We also need to change the building codes, to require higher elevation of homes in flood-prone areas. Just as we can build homes that don't collapse in earthquakes, we can build homes that don't get flooded. (And homes built in "Tornado Alley" should be required to have a "safe room" to protect the people who live there.) Just put some engineers in charge, instead of lawyers, and we can fix things.

I've lived in New Orleans less than a year, but something I'm going to remember for the rest of my life was the last flood we had a couple months back. Not because of the damage, not because of the roads backed up, not because all the typical flood stuff. I'm going to remember it because of the one guy I saw, whi was in so much need for a drink, that he took a kayak and paddled into a bar in a wetsuit and paid in plastic-wrapped cash. That man... That man is my hero.

I remember a local flood where several houses by a creek fed from a dam repeatedly got damaged by spring floods. The government came in, paid the owners fair market value for the properties, torn the buildings down, carted away the remains and did not allow anyone to rebuild there. Problem solved.

lots ofthings my hypothesis is that it is kind of a 'first world problem' taken to an extreme. Some people have gotten so comfortable with a lot of the securities, freedoms and conveniences the country provides, they are unwilling to give them up for anything, even if that means blindly rejecting the obvious (to us) truth. That, and circlejerking on the internet and television validating idiots and there are big companies also profiting from a lot of those idiots.

As someone who works in Floodplain Management and is a Certified Floodplain Manager, you are right, and even without climate change, they will get worse because we DO NOT HAVE THE DATA NECESSARY TO ACTUALLY KNOW WHAT THE RISK IS. We need 800 years worth of data, and only have 30 to 50 years at best. We need to tell people what the actual area of risk is, the Geologic Floodplain.

I live in FL and once lived in a trailer park/ neighborhood of houses called "Highland Park". I split the rent with friends but ironically "Highland Park" is in a "Low lying Area" so when it rained we'd have to move everything up from the floor ( Speakers, computer tower, etc ..) onto tables until the water drained and then break out the mops. Flood advisories are common even in places no where near the beach and even without the threat of a hurricane. The urban sprawl in Miami - Dade county is so bad that all it takes is a hard rain storm if you live in a low lying area to be have your home flooded. It's better than having no place to live though considering a studio Apt costs a minimum of a thousand dollars!

Today I added them up and it said I’m only supposed to live to age 36. I know this information is not accurate but I do know that because I have these conditions mean that I will probably live less than the average person. I also think I read somewhere that chronic diseases affect 1 in 3 people in America. So this topic affects 1/3 of people in Americans; a huge portion of the population. The house I used to own was technically in a flood plain, so I had to buy flood insurance. It was ridiculous because the creek was quite small, and it was behind the houses across the street. And downhill. And the house was built on a slab...no basement, no crawl space. The flood insurance cost more than the homeowner's insurance. It was a real problem when it came time to sell, so I got a surveyor out, and he found that the house was not a flood risk. So the requirement was waived, and I sold the house. Months later, I got a call from the buyer, and she said the requirement was reinstated after she bought it.

So...uhhh...am I the only one that’s thought that paying out 400k+ to a homeowner who’s house is only worth 40k, due to multiple flooding, proves that we the people have the funds to completely relocate these beach folks. It doesn’t seem to be a matter of funds at all, but a matter of will. Rather than continuing to pay out to these folks, why not just pay out one good time to help them move away from these flood-risk disaster areas? We know that the flooding is only going to get worse. I’m not for large social programs, but I’m especially not for social programs which are continuing to be leached off of due to negligence and obstinance.

I. Wynn Wynn it’s not necessarily even on the water. I live in east central Mississippi and the highway leaving my town has low lying areas on either side that flood almost every time we have a major storm front move through. Some people have houses there and you can just look and tell they can’t afford to rebuild anywhere else in town.

Btw. in Germany, insurances can usually refuse to insure you against flooding if you live in a high risk are, because then you are acting in willful carelessness.

So the law crafted by politicians that spends tax money on these insurance companies....this law is a good example for you of a "free and unregulated economy?" Really sad that people have no idea what unregulated or free means in these terms and just think of them as naughty words. Politicians making stupid laws is not evidence that capitalism is bad, it's evidence that politicians, and by extension, bureaucracy as a whole, is bad. Without having a giant government body with a bunch of stolen money to spend that they can lobby, these insurance companies would be a lot more toothless, don't you think? Corporations gain their sickening power through corruption of politicians. It is a gross symbiotic system. The idea that we just need to have government take over everything is so wrong I fear for what will become of America, when the opinion is so widespread. Socialism and the collapse of the empire seems like the likely outcome.

The problem is that it IS rational. The rich get to have their vacation homes guaranteed by the government, while the poor are left with the option of either staying put, or throwing away a big investment in order to leave. The responsibility for getting a better outcome lies with Congress. Until they stop paying for vacation homes, and start helping people in need get out of risky areas, the cycle will continue indefinitely. But the biggest obstacle is the insurance companies; they get profit guaranteed by taxpayer money, and spend a chunk of it buying politicians to keep it that way. That's why money in politics is the biggest threat to our country; it cripples our problem-solving ability.

Part of me is hopeful that the repuglicans have so thoroughly pissed off voters that we'll skip universal health insurance and go straight to universal healthcare for all. The other part of me has been through this soul shedding process enough to have no hope of living to see universal healthcare for Americans.

I have done a lot of work with those flood maps and they are near worthless. The surveying & engineering was done in the 60's & 70's and has been updated in few areas. Millions of acres of subdivision maps have flood zones that were surveyed before the subdivisions were even built. That and the downstream areas that did exist at the time of the survey dont have flood areas that account for the increased runoff from those subdivisions. But no one complains about not being in a flood zone on a map that would cause you to pay more in homeowners insurance.

Don Parkison If you own a home you should have to have flood insurance. IMO the problem is that they only give you the insurance in flood zone areas.

GIS based flood plane modeling could produce a better answer, but I believe there is something in the law that says it has to be surveyed by engineers on the ground. Its the enormous cost of doing the survey that is keeping them from doing it. But yea, they should just change that part of the law to allow the software to get closer to an acceptable answer than the professionally surveyed data from 40 years ago.
